Summary of our investigation
The Residents’ Association conducted an investigation into CCTV at Birchington House. On 16 September 2020 the results of our investigation were sent to Peabody and Hackney Council. On 1 October 2020 Hackney Council responded to our investigation, and clarified the length of time that CCTV on the entire Pembury Estate was broken, and why this was. Peabody have provided a holding response, and we await their final response.
Results of our investigation, and Hackney Council and Peabody’s responses
The investigation and responses from Hackney Council and Peabody found:
- Peabody own the CCTV cameras on the Pembury Estate.
- Peabody pay Hackney Council to monitor the CCTV cameras across the Pembury Estate (except Pembury Circus).
- The cameras across the entire Pembury Estate (except Pembury Circus) stopped recording some time between 9 August 2020 and 16 August 2020. They were fixed on 26 August 2020.
- In December 2019 Hackney Council had discovered that air conditioning leading to the CCTV plant room was infested with mould and so the plant room was dangerous to enter. By 26 August 2020 Peabody still had not eradicated this mould infestation.
- False statements were made by Peabody staff to the Residents’ Association about the cameras across the entire Pembury Estate working.
