Change of parking enforcement company

A lot of residents are concerned about the change from Met Parking to PCM. Peabody failed to consult the Residents’ Association about the change from one company to another. As a result, residents have faced problems because PCM does not recognise Met Parking’s permits.

The Residents’ Association on 17 February 2021 held talks with Peabody about this. We have received the following assurances.
 

Visitor permits

Met Parking, the previous for-profit company that ran the parking restrictions on the Pembury Estate, knew that their contract was coming to an end. As a result, they let residents buy dozens of visitor permits. However, the new for-profit company that runs the parking restrictions (PCM) does not recognise Met Parking’s permits.

Peabody have agreed that if you send your Met Parking visitor permits to PCM, then PCM will replace them with PCM’s own visitor permits. There is no limit to the number of visitor permits that you can trade in.

We strongly recommend that you document the process of sending the visitor permits to PCM. Take a record (e.g. a photo, which includes any serial number) of all of the visitor permits you are sending to PCM, so that you can prove that you have sent them. Get a receipt for postage when you send them to PCM. Do not leave anything to chance. Follow up with PCM if you haven’t heard back from them in a few days.

If you do face problems, let both the Residents’ Association and Peabody know.

Update

Since the meeting with Peabody, representatives of the Residents’ Association have spoken to PCM, who provided information different to that given to us by Peabody. In particular, they have suggested that the trade-in of visitor permits will be done through Peabody’s CCL email address, and that the traded in visitor permits will be deducted from the limit of 50 visitors permits annually.

Residents, working together, will need to ensure that we hold Peabody to their promises. This post will be updated when residents gain more information.

Permits for carers, blue badge holders, etc.

If you need a permit for a carer who comes to visit you, then please tell Peabody about this. They can arrange for you to be given a permit or additional visitor permits.

Pembury Circus

Residents of Pembury Circus do not have access to parking on the Pembury Estate. This is a requirement which was imposed by Hackney Council.
